MINUTES
MAYOR AND COUNCIL MEETING
July 2, 2001
Mayor Margo G. Bailey called the meeting to order
at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll,
Jr., W. Whaland Clark, Mabel Mumford-Pautz and J. Brian Kirby,
Police Chief Walter Coryell, W. S. Ingersoll, Town Manager,
Joan Merryman, Stenographer, and guests.
Mayor Bailey asked if there were any additions
or corrections to the minutes of the meeting and executive session
of June 18, 2001. Mr. Bristoll moved that the minutes be accepted
as presented, was seconded by Mrs. Mumford-Pautz and carried
unanimously.
Mayor Bailey stated that an executive session
was held on Monday, June 18, 2001 at 8:50 p.m., pursuant to
Sec. 10-508 of the Annotated Code of Maryland. The entire Mayor
and Council was present and voted unanimously to go into executive
session. The meeting was held to discuss property and contractual
matters. The first matter involved purchase of property by the
Mayor and Council. The action by the Council was by unanimous
vote. The second item was the sale of a parcel owned by the
Town. The action taken by the Council was by unanimous vote.
The meeting was adjourned at 9:10 p.m. and minutes were taken
and are part of the record.
Mayor Bailey called on Chief Coryell who gave
the police report for the month of June 2001. Mayor Bailey stated
that it has come to the attention of the Town that our curfew
law has some holes. She said Stewart Barroll has suggested that
the curfew law needs to be reworked based on a couple of court
cases in Maryland. The Council agreed that the law should be
reworked by Mr. Barroll.
Mayor Bailey reported that as reported in the
Kent County News two week ago, following the carnival incident
last there, there have been no findings of wrong doing by the
State Police, the Sheriff's Department or the Town Police. She
said coming out of this event, Chief Coryell and the other agencies
have realized there must be coordination of all agencies when
any incident occurs that involves more than one agency. Chief
Coryell, Sheriff Price and the State Police will work together
to work out an agreement and details of a command management
system for any event that involves more than one agency. He
said he will bring the plan back to the Council when completed.
Mayor Bailey called on the Town Manager for his
report. Mr. Ingersoll reported the streets that had been milled
and paved in the past two weeks. He said the Town appreciates
the cooperation of the citizens and businesses in getting this
work done. The streets there were paved are: High Street from
the foot to 300 block, 100 S. Water Street, Park Row, Memorial
Plaza, Church Alley, 100, 200 and 300 blocks of Calvert, 100
and 200 blocks N. Mill Street, the Firehouse lot, 200 block
of Philosopher's Terrace, Radcliffe Drive, 200 block S. Queen
Street.
Mr. Ingersoll said that the 4th of July fireworks
will be held at about 9 p.m. on the 4th as in the past. He said
Richard Proctor was supplying some supervision this year but
will not be the shooter.
Mr. Ingersoll said we will be signing the final
documentation, a Memorandum of Understanding, with the State
Highway Administration for the TEA-21 funds which we hope have
been increased from $240,000 to $400,000. He said this would
put the Town in a positive situation on the construction giving
a total of $550,000 in grants. He asked the Council for authorization
for the Mayor to sign the Memorandum of Understanding with SHA.
Mrs. Mumford-Pautz moved that Mayor Bailey be authorized to
sign the Memorandum of Understanding, was seconded by Mr. Clark
and carried unanimously.
Mayor Bailey read a letter from the Governor's
office stating that the Governor's Redistricting Advisory Committee
will hold public meetings to receive citizen input on legislative
and congressional boundaries. The next meeting will be at 7
p.m. in Room H117 Humanities Building at Wye Mills Campus of
Chesapeake College on Tuesday, July 10, 2001. All citizens are
invited to attend and comment.
Mayor Bailey asked that the August 6 meeting be
changed to Monday, August 13, 2001. The Council has no objections
and the change will be advertised.
Mayor Bailey asked the Council to review the bills.
Mr. Clark moved that the bills be paid as presented, was seconded
by Mr. Bristoll and carried unanimously.
Mr. Ingersoll said that an executive session was
needed for a personnel matter following the meeting. Mr. Kirby
moved that an executive session be held pursuant to Sec. 10-508
of the Annotated Code of Maryland, was seconded by Mr. Clark
and carried unanimously.
Mr. Bristoll moved that the meeting be adjourned
at 7:50 p.m., was seconded by Mr. Kirby and carried unanimously.
