MINUTES
MAYOR AND COUNCIL MEETING
JULY 1, 2002
Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Mabel Mumford-Pautz, J. Brian Kirby, Harrison J. Bristoll, William S. Ingersoll, Town Manager, Jennifer Stead, Stenographer, and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting or the executive session of June 17, 2002. Mr. Bristoll moved to approve the minutes of the previous meeting and the executive session as presented was seconded by Mrs. Mumford-Pautz and carried unanimously.
Mayor Bailey stated an executive session was held at 8:18 p.m. after the Mayor and Council meeting of June 17, 2002 to discuss personnel matters. The entire Mayor and Council was present and voted unanimously to go into executive session. No motions were made or passed. The meeting was adjourned at 9:17 p.m. Minutes were taken and are part of the record.
Chief Coryell introduced the Town's three new police officers, Joseph Toto, Carolyn Jenkins, and Zachary House, to the audience.
Chief Coryell stated that during the month of June 2002, Chestertown Police Department made a grand total of thirty-five (35) adult arrests involving fifty-one (51) separate charges. He said that crimes such as theft, CDS sales, and bad checks were down this month. There were seven (7) thefts, six (6) CDS, four (4) bad checks, three (3) DWI, and three (3) disorderly conducts. There were three (3) juvenile arrests with six (6) charges placed; two (2) for CDS, two (2)
for possession of tobacco, one (1) assault, and one (1) for malicious destruction of property. There were seven (7) civil citations issued during the month, mostly for noise. There were one hundred seventy (170) parking tickets issued. There were two hundred ninety-one (291) traffic stops with forty-three (43) citations issued and eleven (11) traffic arrests.
Chief Coryell stated that in February 2002 an extensive undercover investigation began targeting the sale of narcotics in Chestertown. The investigation was in cooperation with the Kent County Task Force, Kent County Sheriff's Department, Natural Resources Police, Rock Hall Police, Maryland State Police, and the ATF. After a four-month investigation there were ten (10) adults arrested and four (4) juveniles, with sixty-two (62) charges placed. Each person was indicted
by the Grand Jury so when they were arrested they went directly to jail. Six (6) of the nine (9) were still in jail.
Chief Coryell stated that he had an interview with the head of the Kent County Narcotics Task Force and he said that within the two-week period since the operation ended they had not been able to buy any narcotics on the streets of Chestertown. He said that after the new officers finished their training Officer Dolgas would be released to the Hot Spot Area.
Mr. Ingersoll stated that within the last ten days Roberts, School , Brown, Barroll, David, Waldo, Byford, Birch Run, Cedar Chase, Richard Drive, Kent Street east of Philosophers and Riverside Terrace had been paved.
Mr. Ingersoll stated that fireworks would begin at approximately 9:20 on the 4th of July.
Mr. Kirby stated that at 6:30 p.m., John Hanson Road would be closed from Radcliffe Road to Airy Hill Road.
Mr. Ingersoll stated that the crosswalk in front of the post office had been doubled in size, painted and striped horizontally. Mr. Ingersoll showed pictures of the work to the Council. Future steps, if needed, would be to install a crosswalk sign and to continue enforcement of the yellow curb on the corner of Calvert Street.
Mr. Ingersoll had a resolution request that had to be signed in order to support a Neighborhood Business Development Program Application for a downtown business. There was a policy of local government support of the applications from local businesses for the program. Mr. Ingersoll explained that this was not the first time this type of resolution was granted and that it was for business expansion. He stated Bramble's Mens Wear was an example of where it had been used
in the past. The resolution was #2-02 supporting Maryland Department of Housing and Community Development. Mr. Ingersoll read the resolution and recommended approval by the Council. Mr. Bristoll moved to approve resolution #2-02 was seconded by Mr. Kirby and carried unanimously.
Mr. Bristoll moved for an executive session under section 10.508 of the Annotated Code of the State of Maryland, following the meeting, for personnel and real estate matters, was seconded by Mr. Kirby and carried unanimously.
Mayor Bailey stated that there would be a liquor license hearing on July 16, 2002 at 9:45 a.m. for the Brodie's representing Eat Incorporated, for a beer, wine, and liquor license for the Alexander Cafe at 315 High Street.
Mayor Bailey stated that she and Mr. Bristoll attended a seminar at the MML convention that trained employees to protect themselves from dog bites, with demonstrations from different types of attack dogs obtained from drug raids. She said pit bulls were predatory animals and to bring them into a place where there were people was dangerous. She stated that a code enforcement officer from Bowie, MD was present at the convention as well and said that they had outlawed
pit bulls and other dangerous dogs in Bowie. She stated if a person already owned a pit bull, up to a certain date, it could be kept but had to be on a secure leash and muzzled when outside. Mayor Bailey stated that she would like the Council to look over the ordinances and the issue could be addressed at the next meeting. Mayor Bailey wanted to address the County Commissioners, as well, if the Town wanted to do something about an ordinance.
Mr. Bristoll made a motion to pay bills, was seconded by Mr. Kirby and carried unanimously.
There being no further business, Mrs. Mumford-Pautz made moved to close the meeting at 7:52 p.m., was seconded by Mr. Kirby and carried unanimously.
