MINUTES
MAYOR AND COUNCIL MEETING
April 21, 2003

Mayor Margo G. Bailey called the meeting to order at 7:35 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Whaland Clark, Mabel Mumford-Pautz and James R. Johnson, W. S. Ingersoll, Town Manager, Jennifer Stead, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the meeting of April 7, 2003. Mr. Bristoll moved to approve the minutes as submitted, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey stated that an executive session was held at 8:58 p.m. after the Mayor and Council meeting of April 7, 2003 to discuss personnel and contractual matters. The entire Mayor and Council was present and voted unanimously to go into executive session. Three motions were made which passed unanimously. The meeting adjourned at 9:34 p.m. Minutes were taken and are part of the record.

Mayor Bailey stated an executive session was held at 12 noon on Monday, April 14, 2003 to discuss personnel members. In attendance were Council members Harrison J. Bristoll, Jr., Whaland Clark, Mabel Mumford-Pautz and James R. Johnson, W.S. Ingersoll, Town Manager, and Jennifer Stead, Stenographer. No motions were made or passed. The meeting was adjourned at 12:45 p.m. Minutes were taken and are part of the record.

Mayor Bailey stated that cash on hand and in the banks was $404,343.00.

Mr. Ingersoll stated that he had a request from Scott’s Point Marina to have music on Tea Party Weekend (Friday, Saturday and Sunday nights) until 12:30 a.m. from Franklin Mench. This music had been held in the past with no problems. Mr. Clark moved to approve the request as submitted, was seconded by Mr. Bristoll and carried unanimously.

Mr. Ingersoll stated that Kent County Recycling would accept pesticide containers at the Nicholson Landfill on June 13, 2003 from 9 a.m. to 3 p.m.

Mr. Ingersoll stated that the USDA Rural Development Administration was offering 1% loans to very low income homeowners for property repairs. Mr. Ingersoll read over eligibility requirements and suggested that interested parties contact the USDA at 410-398-4411 ext. 4.

Mayor Bailey stated that the Tea Party Commission requested that the Mayor and Council judge their parade beginning at 10:00 a.m. on Saturday, May 24th. Ms. Stead would report back to the festival who would attend.

Mayor Bailey stated that Mr. McIntyre was at the previous meeting to discuss the County Airport and ask the Council for a letter of support. Ms. Stead was asked to contact Mr. Robinson to see if he or someone from the county would like to make a presentation to the Town Council. Mayor Bailey stated that so far the Town had not been asked by the County for their input.

Mayor Bailey stated read a letter from Jim and Pat Gatto in reference to the Guide to Kent County Heritage. The letter requested information or photos from citizens of Chestertown. Information was to be submitted to Judy Reveal at the Chamber of Commerce at 122 N. Cross Street.

Mayor Bailey stated that the Beautification Committee’s Garden Tour would be held on Saturday, May 3rd. Tickets would be sold at Fountain Park beginning at 9 a.m. The Tour would last until 3 p.m.

Mr. Clark stated that the dumpster on High Street should be moved before there was an accident. Mr. Ingersoll stated that the dumpster had already been moved once and they would be asked to speed up the process.

There being no further business, Mr. Clark made a motion to pay bills. The motion was seconded by Mr. Bristoll and carried unanimously.

Mr. Clark made a motion to adjourn the meeting at 7:53 p.m., was seconded by Mr. Bristoll and carried unanimously.
