MINUTES
MAYOR AND COUNCIL MEETING
June 2, 2003
Mayor Margo G. Bailey called the meeting to order
at 7:30 p.m. In attendance were Councilmembers Whaland Clark,
Mabel Mumford-Pautz and James R. Johnson, W. S. Ingersoll, Town
Manager, Jennifer Stead, Stenographer, and guests.
Mayor Bailey asked if there were any additions or
corrections to the minutes of the meeting of May 19, 2003. Mr.
Bristoll moved to approve the minutes as submitted, was seconded
by Mrs. Mumford-Pautz and carried unanimously.
Chief Coryell stated that for the month of April
2003, there were a total of thirty-eight (38) adult arrests, involving
the placement of seventy-eight (78) separate charges. Fifteen
(15) of the charges were for CDS, ten (10) were for assault, four
(4) were for armed robbery, three (3) for DWI, and the others
for assorted offenses. There were eight (8) juvenile arrests with
the placement of fifteen (15) charges. There were five (5) for
assault, four (4) for possession of tobacco, two (2) for disorderly
conduct and one (1) for CDS. Five (5) civil citations were issued.
Calls for service in April were seven hundred sixty-four (764)
and there were a total of twenty-six (26) accidents. He listed
the number of calls by ward.
Chief Coryell stated that for the month of May he
did not have complete statistics. However, there were forty-seven
(47) adult arrests, thirteen (13) juvenile arrests, and they issued
seven (7) civil citations. There were fifty (50) motor vehicle
citations issued. There was a total of six hundred sixty-three
(663) calls for service and there were twenty-five (25) accidents
investigated. He listed the number of calls by ward.
Mayor Bailey stated that Chief Coryell was going
to change his reports from the first meeting of the month to the
second meeting on the third Monday of the month.
Mayor Bailey read a letter from Chief Coryell into
the record. It described a training course that would facilitate
understanding and relationships with the minority community. The
Mid-Atlantic Regional Community Policing Institute would hold
a problem solving workshop course at the First United Methodist
Church on Saturday, June 14, 2003 from 9:00 a.m. to 1:00 p.m.
The public was invited to attend.
Mrs. Mumford-Pautz thanked Chief Coryell and his
staff for the coverage at the Tea Party. Chief Coryell stated
that there were no arrests or injuries at the festival.
Mr. Ingersoll stated that there was a request from
the 2nd Maryland Fife and Drum Corp. to present music and life
of a Kent County Civil War Soldier on Saturday, June 21, 2003
from 11:30 a.m. to 3:00 p.m. There would be a parade group from
206 S. Queen Street to High Street to Fountain Park. A reenactment
in Fountain Park to include music, campfire, drill squads, and
firing of blank rounds from muskets. There would be approximately
30-40 participants. Mr. Hayman and Mr. Wyman, members of the 2nd
Maryland Fife and Drum Corp. read a press release into the record.
Mrs. Mumford-Pautz moved to approve the request
for Saturday, June 21, 2003 from 11:30 a.m. to 3:00 p.m. The motion
was seconded by Mr. Bristoll and carried unanimously.
Mr. Ingersoll stated that the Chesapeake Country
Alliance was going to celebrate the designation of Chesapeake
Country as Maryland’s first Scenic Byway on Friday, June
6, 2003 at 1:00 p.m. at the foot of High Street. Elected officials
from Cecil, Kent, and Queen Anne’s Counties would be present
for the designation. Mr. Ingersoll stated that there was a request
to close the foot of High Street from Water Street to the river
on Friday, June 6 from 9:00 a.m. to 3:00 p.m.
Mrs. Mumford-Pautz moved to approve the permit for
the Chesapeake County Scenic Byway dedication on Friday, June
6, 2003 from 9:00 a.m. to 3:00 p.m. The motion was seconded by
Mr. Clark and carried unanimously.
Mr. Ingersoll stated that the DMV was adding a day
each month to their schedule in Town. Their new schedule was July
14 and 15, August 18 and 19, September 15 and 16, October 20 and
21, November 17 and 18, and December 15 and 16. He said the expenses
would not be doubled because the phone service was a monthly fee
for local and long distance.
Mr. Ingersoll stated that everybody did a great
job at the Tea Party and the street crew had the Town cleaned
up by Saturday evening.
Mr. Ingersoll stated that there were plans on the
books to repair the Wilmer Park bulk heading as well as the bulk
heading at Cannon Street. He said there was funding and a proposal
from McCrone, Inc. to do the foot of Cannon Street for $3,480.00.
He said the Town should go ahead with the plans so the funding
would not be lost.
Mr. Peter Heck of the Chestertown Chess Club was
present to ask the Council permission to set up at 12 x 12 chessboard
and kinds 30 inches tall at Fountain park on June 14th and June
28th from 8-11:00 a.m. during the Farmer’s Market. Chess
would be open to the public to learn to play.
Mr. Clark moved to permit the Chess Club to set
up from 8-11:00 a.m. on Saturday, June 14th and June 28th as requested.
The motion was seconded by Mr. Bristoll and carried unanimously.
Mr. Heck stated that the Chestertown Chess Club
met weekly on Thursdays at 7:00 p.m., at Play it Again Sam’s
with members of all ages.
Mayor Bailey requested an executive session regarding
a personnel matter. Mr. Bristoll moved for an executive session
directly following the meeting under section 10.508 of the annotated
code of the State of Maryland for a personnel matter. Mrs. Mumford-Pautz
seconded the motion and it carried unanimously.
Mayor Bailey stated that Music in the Park that
was to be held on May 31st was cancelled due to bad weather. It
was rescheduled for June 7, 2003 at 7:00 p.m.
Mayor Bailey stated that hazardous waste would be
accepted on Saturday, June 7th from 8:00 a.m. to 2:00 p.m. at
the Nicholson Transfer Site. Mr. Bristoll stated that old television
sets, computers and the like would be accepted as well. Questions

Mr. Bristoll moved to adopt Ordinance No. 2-03 Budget
for Fiscal Year 2003-04. The motion was seconded by Mrs. Mumford-Pautz
and carried unanimously.
Mr. Clark moved to adopt Ordinance No. 4-03 Election
Procedures for the Town of Chestertown. The motion was seconded
by Mr. Bristoll and carried unanimously.
Mrs. Mumford-Pautz moved to adopt Ordinance 3-2003
Water and Sewer Ordinance Revision. The motion was seconded by
Mr. Clark and carried unanimously.
There being no further business, Mr. Bristoll made a motion to
pay bills. The motion was seconded by Mr. Clark and carried unanimously.
Mrs. Mumford-Pautz made a motion to adjourn the
meeting at 7:56 p.m., was seconded by Mr. Bristoll and carried
unanimously.
