MINUTES
MAYOR AND COUNCIL MEETING
November 15, 2004

Mayor Margo G. Bailey called the meeting to order at 7:39 p.m. In attendance were Council members Whaland Clark, Mabel Mumford-Pautz, James R. Johnson and Harrison C. Bristoll, Jr., W.S. Ingersoll, Town Manager, Jennifer McCann-Stead, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the meeting of November 1, 2004. Mr. Bristoll moved to approve the minutes as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey stated that an executive session was held directly following the Mayor and Council meeting of November 1, 2004. All members of the Mayor and Council were present to discuss contractual and personnel matters. No motions were made or passed. The meeting was adjourned at 8:15 p.m. Minutes were taken and are part of the record.

Mayor Bailey asked for a moment of silence for those on active duty and their families.

Mayor Bailey stated that a Holiday Wish List for the troops had been issued with drop-off points all over the County. She asked that everybody contribute to the drop-off points. A list of approved items could be found in the Town Office.

Mr. Mike Schaffer from Washington College was present and said that he would like to thank the Town and the Lion’s Club for the Halloween Parade. He said that homecoming would be held in the spring this year and hoped to organize something with the Town when the time came closer.

Mr. Schaffer stated that the Washington College Service Center was having a panel discussion titled the “Faces of Homeless” and invited the Council to attend on Thursday, December 2 nd at 6:00 p.m. in the Casey Academic Forum.

Chief Coryell was present and stated that for the month of October 2004 the Chestertown Police Department made twenty-eight (28) adult arrests involving the placement of fifty-eight (58) separate charges. There were six (6) juvenile arrests with the placement of ten (10) charges. There were three (3) civil citations issued, fifty-four (54) traffic citations, and one hundred ninety-four (194) warnings. A total of five hundred nineteen (519) calls for service were answered.

Mr. Ingersoll stated that he had discussions with SHA about crosswalk pedestrian stop signs similar to the one at the post office for the southern corner of the intersection at High and Cross Street. The SHA felt that the crosswalk signs would be demolished quickly unless parking was removed from the street. The SHA agreed to “beef-up” the crosswalks at four (4) locations (High Street, Park Row, and Cannon Street).

Mr. Ingersoll read a letter from the Kent County Lions Club about the Christmas Basket drive that they were holding. The Lions Club asked for canned goods, toys, and monetary donations. Checks could be made to the Kent County Christmas Basket Committee and mailed to the Chestertown Bank of Maryland, P.O. Box 60, Chestertown, MD 21620.

Mr. Ingersoll stated that there would be a COG meeting on Wednesday, November 17 th, at Bay Wolf restaurant in Rock Hall.

Mr. Ingersoll stated that Wallace & Company would present FY2004’s audit at the December 6 th Council meeting.

Mr. Ingersoll read the MVA schedule for 2005 into the record.

Mr. Ingersoll requested an executive session for contractual matters. Mr. Bristoll moved for an executive session directly following the meeting under section 10.508 of the annotated Code of the State of Maryland for contractual matters. The motion was seconded by Mr. Clark and carried unanimously.

Mayor Bailey stated that Ed McMahan, with the Urban Land Institute, had a video that he approved to be aired on channel 3. She said the video discussed growth issues, which was relevant to the area.

Mayor Bailey stated that the Maryland Citizen Planner’s Association was having a meeting in Chestertown on the 29 th at 7:00 p.m. at 400 High Street in the County Commissioner’s hearing room. Mayor Bailey stated that the traditional neighborhood design being used in Trappe, MD would be discussed.

Mayor Bailey stated that the Hospice Tree of Lights behind Emmanuel Church would be lit on Thursday, December 9 th at 5:30 p.m.

Mayor Bailey stated that a letter was received by Mr. Ed Beatty, resident of Mt. Vernon Avenue, regarding the noise from Washington College on November 6 th. Mayor Bailey stated that the loud noise was infrequent from the College and the Town wanted the students to stay on campus. She said hat noise should quiet after 11:00 p.m.

Mrs. Mumford-Pautz stated that she attended the Upper Shore Volunteers annual luncheon, with a speaker from the Presbyterian Church, who discussed the Rebuilding Together Kent County Organization.

There being no further business, Mr. Clark made a motion to pay bills, was seconded by Mr. Bristoll and carried unanimously.

Mr. Bristoll moved to adjourn the meeting at 8:10 p.m., was seconded by Mr. Clark and carried unanimously.
