MINUTES
UTILITIES COMMISSION MEETING
MARCH 20, 2000

Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., W. Whaland Clark, Mabel Mumford-Pautz and J. Brian Kirby, Medford Capel, Utilities Commission Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Clark moved that the minutes of the meeting of February 22, 2000 be approved as presented, was seconded by Mr. Bristoll and carried unanimously.

Mayor Bailey announced that the Utilities Commission has cash on hand and in banks on March 20, 2000 of $373,542.91.

Mayor Bailey called on Mr. Capel for his report. Mr. Capel stated that several service lines had ruptured and they have been repaired. He stated that he would attend a meeting abpit Geographic Information Systems on March 30, 2000 sponsored by the Maryland Environmental Service. He said Geographic Information Systems has equipment that uses the satellites to locate all the lines. He said he will get more information on any costs involved and how the equipment operates.

Mr. Capel stated he had two visits from a man from MOSHA. He said the man had a list of violations at the plants and he cited several examples.

Mr. Capel stated that they have the self-containing breathing tanks with an air pack on the back. The MOSHA representative asked what they would do if there was a chlorine leak. Mr. Capel told him they would call the Fire Department and he had instructed the men not to use the self-containing breathing apparatus. The rep said that was absolutely correct because you have to go through training before the men can be certified to use the tanks. Mr. Capel said he was advised to get rid of them so he will give them back to the Fire Department. He said they also discussed what to do in the event of a fire, large or small. He said we will get a letter cited us for a violation, but they cannot fine a government agency. He said we will have 15 days to correct the violation.

Mr. Capel reported that we passed the lead and copper tests last June so we will not have to do them for three years. He said that MDE requires that we send out the Consumer Confidence Report every year and that report must be ready by July. This is the same report that we sent out last year.

Mayor Bailey asked if there were any questions or comments. There being none, she asked the Council to review the bills. Mr. Clark moved that the bills be paid as presented, was seconded by Mr. Bristoll and carried unanimously.

Mr. Bristoll moved that the meeting be adjourned at 7:42 p.m., was seconded by Mr. Kirby and carried unanimously.
