MINUTES
UTILITIES COMMISSION MEETING
APRIL 17, 2000

Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., W. Whaland Clark and J. Brian Kirby, Medford Capel, Utilities Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Clark moved that the minutes of the meeting of March 20, 2000 be approved as written, was seconded by Mr. Bristoll and carried unanimously.

Mayor Bailey announced that the Utilities Commission has cash on hand and in banks of $402,822.21.

Mayor Bailey called on Mr. Capel for his report. Mr. Capel reported that he attended the meeting sponsored by Maryland Department of the Environment. He said MES had sponsored the Geographic Instrument Measure which was a program for pinpointing locations by computer. He said he has a program he purchased from DeLorne in Maine which he has been experimenting with. He said he has gotten a disk from another company but he did not know the cost of their program. He said when the system works, mapping can be done to locate whatever you want and it can be put on a tape.

Mr. Capel reported that a transfer switch at the lift station at Morgnec Village had gone bad and was no longer manufactured and could not be repaired. He said the switch has been replaced at a cost of $3730. including installation and battery charger for the generator.

Mrs. Mumford-Pautz arrived at the meeting at 7:35 p.m.

Mr. Capel stated that the comminutor at the Radcliffe pumping station (made by Worthington) has stopped working and it also is no longer made. He said the comminutor was a piece of equipment that cuts through rags or whatever materials come through the line. He said he has located a company that will take it out and rebuild it. He said at the blower has seals going bad and this will be taken out and repaired. He said we have a new blower on hand which will be installed and the one to be repaired will be kept on hand as a spare.

Mayor Bailey said the Town has received a letter from the Family Support Center requesting that they be credited for the existing water and sewer hookups at 601, 605 and 607 High Street. She said she understood that when property changes hands and is redeveloped, new hookup fees are normally assessed. She said she would like to have the hookup fees waived to help them with the project.

Mr. Ingersoll suggested that Mr. Capel look at their plans when they are submitted and see if it would be possible to preserve one of the lines and a meter during their construction and use it for their hookup. Mrs. Mumford-Pautz said after Mr. Capel's review she would suggest offering them a portion of what the hookup costs would be as a credit.

Mayor Bailey asked if there were any questions or comments. There being none, Mayor Bailey asked the Council to review the bills. Mr. Bristoll moved that the bills be paid as presented, was seconded by Ms. Mumford-Pautz and carried unanimously.

Mr. Clark moved that the meeting be adjourned at 8:42 p.m., was seconded by Mr. Kirby and carried unanimously.
