MINUTES
UTILITIES COMMISSION MEETING
April 15, 2002
Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Medford Capel, Utilities Manager, Mabel Mumford-Pautz, J. Brian Kirby, Whaland Clark, Harrison C. Bristoll, Jr., William S. Ingersoll, Town Manager, Jennifer Stead, Stenographer, and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting of March 18, 2002. Mr. Clark moved that the minutes be approved as presented, was seconded by Mr. Bristoll and carried unanimously.
Mayor Bailey stated that cash on hand and in banks was $820,288.16.
Mr. Capel stated that the auxiliary chlorination was in place, in case the lagoon needed to be drained.
Mr. Capel stated that he had been in touch with the Neptune Water Meter Company. They had done away with the old method of reading meters. He stated there needed to be a change in the meters. Mr. Capel had information on the new meters, which the Council looked over.
Mr. Capel stated that the new meter system would cost approximately $114,000.00 to add 1500 radio signal meter readers. The radio readers would not have to be purchased all at once, but could all be purchased within one year. He asked that the money to be worked into the new budget. Mr. Capel stated the software system would have to be changed as well.
Mr. Capel explained the new boxes would be mounted on the homes and whoever was reading the meters could drive or walk by them to get a reading. He stated it currently took two weeks to read the meters. With the new system in place, the time would be cut to two days.
Mr. Capel stated there would be no change at the homes, except for a new box which would be installed on the properties. He stated it would take about ½ hour per home to install the meters. He stated there would be no cost to the individual homeowner.
Mr. Bristoll stated he would like to see an estimated cost for the entire project.
He was interested to see the manpower involved and wanted to see the overall picture.
Mayor Bailey asked if the pit device as well as the well device needed to be purchased. Mr. Capel stated he may be getting some pit devices, but the box did the same thing. The box would also fit on the posts that were available.
Mayor Bailey stated that Mr. Ingersoll would plan the cost into the budget and the issue would be addressed at budget time.
Mr. Capel stated that grease traps had to be installed by the restaurants on Rt. 213 because the systems were backing up.
Mrs. Mumford-Pautz moved to pay bills, was seconded by Mr. Clark and carried unanimously.
Mr. Clark moved that the meeting be adjourned at 7:42 p.m., was seconded by Mr. Kirby and carried unanimously.
