Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr. and Mabel Mumford-Pautz, Medford Capel, Utilities Commission Manager, Joan Merryman, Stenographer, and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Bristoll moved that the minutes from the meeting of June 16, 1997 be accepted as presented, was seconded by Mr. Gross and carried unanimously.
Mayor Bailey announced that the Utilities Commission has cash on hand and in banks on July 22, 1997 of $298,561.21.
Mayor Bailey called on Mr. Capel for his report. Mr. Capel reported he attended the American Waterworks Conference in Atlanta, Georgia. He said they had people from all over the world and a wonderful display of water products and equipment. He said he got a 4 hr. tape on the new safe drinking water act, which anyone can look at if interested.
Mr. Capel reported he had attended a class in LaPlata at the Maryland Center for Environmental Training on "confined space" and concerning the laws on water production and handling.
Mr. Capel said during the hot weather we have been pumping over a million gallons of water a day. He said we still have the capacity, the wells are furnishing the water needed. He said the main line meter has gone bad and was not registering, but they are using the meter on the field pumps. He said the pump in the #4 well went bad and that has been repaired. He also reported that 5 small sewer pumps went bad, two had to be replaced and three have been repaired. He said we have stopped the discharge of the effluent from the lagoon because during the hot weather there has been enough evaporation in the ponds to take care of it.
Mr. Capel reported we ran the generator for the peak time program for Delmarva Power during the hot weather.
Mr. Capel stated there are numerous places in the street where lines had to be replaced or repaired. He said with all the other things that have been done, the crew has not had time to repair these places. He said he got an estimate from Bramble to repair those bad places in the streets, some small places, some half or all the way across a street. He Mayor Bailey to read the bid from Bramble.
Mayor Bailey said the bid was for 3" hot mix asphalt for approximately 75 square yards of hot mix at 12 different locations at $75 per sq. yd. for a total of about $5,000. She said Bramble was currently paving Town streets under the street contract. Mr. Bristoll moved that the Town accept Bramble's bid for the street repairs, was seconded by Mr. Gross and carried unanimously.
Mayor Bailey asked if there were any questions or comments. Mr. Chaze asked what the average water use per day was. Mr. Capel said our average is about 750,000 gallons a day and our total capacity for water was about 1.5 million gallons.
Mayor Bailey asked the Council to review the bills. Mr. Bristoll moved that the bills be paid as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.
Mr. Gross moved that the meeting be adjourned at 7:38 p.m., was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor RETURN to 1998 Minutes
