UTILITIES COMMISSION MEETING

DECEMBER 15, 1997

Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr., Mabel Mumford-Pautz and J. Brian Kirby, Medford Capel, Utilities Commission Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked the for approval of the minutes of the previous meeting. Mr. Bristoll moved that the minutes of the meeting of November 17, 1997 be approved as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey announced that the Utilities Commission has cash on hand and in banks as of December 15, 1997 of $322,639.63.

Mayor Bailey called on Mr. Capel for his report. Mr. Capel said that the Cannon Street stormdrain lines are being installed and in the spring the road will be resurfaced. He said that the water services on Cannon Street are some of the oldest in the Town and they should be replaced. He said there were a lot of lines no longer used that have been cut off at the curb and they should be cut off at the main. He said it seems every time a street is resurfaced, there are breaks that occur in the old lines and then the street has to be opened to make repairs. He said he would like to have Bramble, while they are working, replace the lines as needed or cut off the unused ones at the curb. He asked if the Mayor and Council would like to have a price from Bramble for this work. Mayor Bailey stated that Mr. Capel should get the cost for this work from Bramble. She said the roads will not be resurfaced until spring.

Mr. Capel stated there was a water leak on Spring Avenue and the water was coming up out of the telephone conduit and going into their manhole. He said there was a company that has the ability to locate these water leaks. Their charge was $250 for the first two hours and $75 an hour thereafter. He said he would like to have the company locate the leak so that Spring Avenue does not have to be torn up to look for the leak. Mrs. Mumford-Pautz that Mr. Capel be authorized to have the company come to look for the leak, was seconded by Mr. Gross and carried unanimously.

Mr. Capel stated that he had a letter from Boyd Grove of the Public Drinking Water Program of MDE. The letter contained a list of deficiencies that they would like addressed. Mayor Bailey read the letter and the items included were: 1) cover the reservoir; 2) replace the aerators; 3) replace the door to the chlorination room; and 4) replace the metering pump/timer combination for putting the fluoride in the water, replace balance scale, and service or replace the fluoride colorimeter. Mayor Bailey said the Council had approved replacement of the aerators and if some of the other items are small, we will review them after the first of the year and determine what has to be done. The aerators were part of the O'Brien and Gere contract and we need to get the plans and put that out for bid. Mayor Bailey asked that Mr. Kirby be given a copy of the contract and minutes regarding the work that O'Brien and Gere are doing. She said we also received a notice that some grants and low interest loans are

available and we will have to look at that and the budget.

Mayor Bailey asked if there were any questions. Mrs. Mumford-Pautz reported water leaking on upper Calvert Street in back of the new Calvert Homes. Mr. Capel said he will check on that on Tuesday.

Mayor Bailey asked the Council to review the bills. Mr. Bristoll moved that the bills be paid as presented, was seconded by Mr. Gross and carried unanimously.

Mr. Bristoll moved that the meeting be adjourned at 7:38 p.m., was seconded by Mr. Kirby and carried unanimously.
