UTILITIES COMMISSION MEETING
Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr., Mabel Mumford-Pautz and J. Brian Kirby, Medford C. Capel, Utilities Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Bristoll moved that the minutes of the meeting of January 12, 1999 be accepted as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.
Mayor Bailey announced that the Utilities Commission had cash on hand and in banks on February 15, 1999 of $341,642.97.
Mayor Bailey called on Mr. Capel for his report. Mr. Capel said he had distributed a copy of the Annual Drinking Water Quality Report required by the EPA and the State. He said the Town will be required to notify the public of the information in the report by publishing in the newspaper, television or direct mail. He said he would rather not have to send it by direct mail to all water customers, but he will find out from the Department of the Environment how we have to give public notice. He said from the sixteen page report he started with, it was now down to three pages. He said once this report is accepted and approved by the various agencies, it may be updated each year from the computer disk.
Mr. Capel stated that the next report he has to submit was the Tier Two report on Emergency and Hazardous Chemicals. He said this report must be sent to the Fire Company and the Local Emergency Planning Commission as soon as it is approved by the Department of the Environment.
Mr. Capel stated the Risk Management Report will have to be done for the Town. He said in the 50 years that he has been with the Town there has never been an emergency situation with the chemicals. He said we must keep the chemicals in quantity. He said he has discussed the preparation of the report with O'Brien and Gere, Engineers, who have the knowledge and personnel to do the work, and asked them for a price to develop the report.
Mr. Capel reported that the sewer camera was to be delivered in the coming week and the company representative will train his men on its use.
Mr. Capel discussed the ring that was found in the sewer line on Water Street and returned to the owner. He said the ring was lost when the owner lived on Queen Street in 1961. He said it had to move in the line from Queen Street to Maple Avenue and then to Water Street.
Mayor Bailey asked if there were any questions of Mr. Capel. There being no questions, Mayor Bailey asked the Council to review the bills presented for payment. Mr. Bristoll moved that the bills be paid as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.
Mr. Kirby moved that the meeting be adjourned at 7:38 p.m., was seconded by Mr. Gross and carried unanimously.
